Certificate of good conduct or no criminal record.Advice needed!

I got a letter from cic requesting a certificate of good conduct or no criminal record.However as I am residing in Thailand,I understand they said I will get this certificate from Nigerian embassy but I went to the embassy and was told that they don't issue such certificate from the Nigerian embassy in Bangkok.

Will the visa office accept it if I get it from Nigeria as I am residence in Thailand.

Do the police have to send it directly to Singapore or do I have to send it myself?

If you were a Nigerian resident before for more than 6 months,
the Nigerian Embassy should do it for you. If they don't provide, tell CIC that you are not able to get a PCC from Nigeria as you are currently a resident of Thailand.

I am a Nigerian and grew up in Nigeria but left December 2008.Think I have to contact the embassy here again.
