Centennial- tuition fee confusion

Centennial collage offer letter say that
i need to pat 2300$ to confirm my seat , and 1st semester fee is 8000$
so i am confused about, is that 2300$ included in 1st semester tuition fee?
because 2300$=nearly 1.5 lakhs thats too much. is it additional cost or included in tuition fee?
