I'm in dire need of some good advice/plan of action for the situation I currently find myself in,
(i'll keep it as brief as possible without leaving anything important out)
During my last visit to Canada, a month or two before my visitor status was set to expire, various aunts & uncles collectively offered to sponsor me financially for a 2 year/4 semester program of my choosing to further my career/gain international accreditation, naturally as you can imagine I graciously accepted the once in a lifetime opportunity & applied for an extension of my visitor status (accepted) to allow me the privilege of being able to visit/tour various campuses of interest, getting a 'feel' in order to make an informed decision regarding selection.
I ended up selecting course(s) at Centennial College & applied via OCAS, naively hoping to be processed quickly enough for Fall 2018, needless to say this didn't happen & I was only captured on the system around Oct 2018 for Fall 2019.
After weeks of emails, I was finally told to deposit $2300 to secure my entry & once received, i'll receive a Letter of Acceptance (LOA) within a week, so i went and done the wire transfer, emailed the proof of payment and requested they immediately provide me with some form of proof that I'm enrolled, as again my extension was set to expire & I still needed LOA to be able to apply for study permit via mail from within Canada, however at that time LOA was still 2 weeks away from being received so I was forced to apply for another extension not able to include the LOA & that visa request got rejected - as a result ive returned back home.
Upon arrival home Ive prepared a study permit application that's ready to be sent requesting that my application be rejected, however I haven't posted it yet because ive also been invited to apply for an open work permit via IEC working holiday, so Id rather delay college & get refund on my fees.
Problem is the processing times for student permit in my home country is 15 weeks so even if I'm am allowed to ask that my study permit be denied (is that a smart move or even allowed?) because if it takes 15 weeks to receive that denial letter that means I probably wont be able to withdrawal in time before deadline Fall 2019
Basically id like to know if I can use the denial letter I received for my visitor visa to refund fees, while I wait for the denial for student permit, as centennial specifically doesn't define "visa denial" to be a student visa specifically, nor do they define "visa" on any documentation that I can find from them, other collegues and uni's mention STUDENT visa explicitly, Centennial do not leaving one with the possibility to assume that any denial is acceptable as long as its a visa.
IF THATS NOT POSSIBLE , ANY OTHER SUGGESTIONS OR BEST COURSE OF ACTION?
