CELPIP-General-LS test results!

My wife got her test scores today but am not sure if thats a pass or fail because the results doesn't have the 3H or 3L as the citizenship website describe in their website ??

The citizenship website indicate the following:
CELPIP-General LS – a two-skills (listening and speaking) version of the CELPIP general test You must have achieved a score of:2H or higher (3L, 3H, 4L, 4H, 5 or 6) in listening and speaking


And my wife score results are

Listening 3 Some proficiency in limited contexts

**When a communication is clearly delivered, you are able to engage with some routine communications and exchanges of information.
You are also able to abstract some information from conversations or audio on non-specialist topics in social and news media.



Speaking 5 Acquiring proficiency in workplace and community contexts

**You are able to construct sentences with simple syntax and a little moderately complex syntax.
**In most familiar contexts, you are able to express your intended meaning through commonly used vocabulary.
**You are able to express feelings, likes, dislikes, preferences and some of your attitudes towards many commonplace objects and circumstances.
**You are familiar with most common social conventions such as expressions of agreement, requests for help, and making apologies.
**You are able to provide simple advice and also make suggestions.
**You are able to provide descriptions of commonplace situations and contexts and provide simple narratives about personal experiences in commonplace situations.


Pretty lame if you ask me! lol :-\ :-X ???

So is that a pass or fail ?.. thanks in advance guys!

Here is the complete text:

Canadian English Language Proficiency Index Program General Test (CELPIP-G), not the academic version.
For tests taken after April 1, 2014, you must have achieved a score of 4 or higher (up to 12) in listening and speaking.
For tests taken before April 1, 2014, you must have achieved a score of 2H or higher (i.e., 3L, 3H, 4L, 4H, 5L, or 5H) in listening and speaking.

So tests taken after April 1, 2014, only 4 or higher is acceptable. If your wife got 3 in listening I am afraid she needs to do it again...
