Good Afternoon,

I have been working and living full time in Ontario for the past 16 months. Four months ago I received an extension on my work permit for three years with and expiry in 2015. I am applying for permanent residency under the Canadian Experience class and have gathered most of the documentation required. My question is, do I have to wait until I get the 24 months before I can send my application or can I send it now relying on wait time etc.?

Yes. You have to be qualified at the time you submit your application.

Not that it will make much difference in your case, but the experience requirement will is likely to be reduced from 2 years to one year in January. If/when the new rules go into effect, you can submit your application.
