Hi
When applying for CEC do you really need to go to Buffalo New York USA personally?
because i know its really hard to get a US visa. what if i was denied for a US tourist visa. what will happen to me CEC application?
Because my home country is not part of the Visa Waiver Program.
and is it true that you need to go to your home country to apply for US tourist Visa?

1. No. CEC applications should be mailed to CIO in Sydney, NS who will forward it to the visa office you have chosen. Consider reading the CEC guide, as you will find answers to many questions.
2. No. You can apply for a tourist visa while in Canada - again, more information can be found on any US embassy website.

Not usually. A small number of applicants get selected for a personal interview. If your visa office is in the USA, then, yes, you would have to attend an interview in the USA. Most CEC applicants do not have to do this, but it is a possibility.

This is one reason you now have the option (Since about Jan 1, 2012) of selecting the visa office that serves your country of nationality, rather than Buffalo exclusively.

If you are called for an interview and you do not attend, the most likely outcome is that your application will be refused. However, it is unclear at this point how CIC would respond if you told them you couldn't get a visa and requested a change in location of the interview.

I think it is true that you must apply from outside the USA, not necessarily your country of citizenship. As SenoritaBella noted, this is a question for the US Embassy.
