My friend is planning to apply for PR in CEC. He graduated in June 2011 but wasn't able to get a job in A, B, O category for a year. He got a job in June 2012 and his one year experience will be completed in June 2013. I am really confused about the eligibility criteria according to the new rules.
Now my question is that does he need to apply for CEC within 2 years of graduation or the experience should be gained within the last 2 years (and graduation date doesn't matter).

Can anyone please help me.

Graduation date doesn't matter. The current rules require that your experience be gained within the preceding 2 years of applying. In January 2013, the rules will be relaxing to within the preceding 3 years. They will also be reducing the non-graduate experience from 2 years to 1 year, so in essence once he reaches 1 year of eligible work experience, he can apply.
