My friend got the below message from Immigration when he called them. Is this correct?
As per CIC site, if it is IELTS then for NOC skill type A it should be 6 in all 4(reading,writing,speaking,listening) and in CELPIP it should be 4L in all 4 sections right
Please advise.

Eligibility – CEC – Language Knowledge Requirement
To apply for permanent residence under the Canadian Experience Class, you must show evidence of your abilities in English or French. This means that you need to be able to listen, speak, read and write in either of these languages.
If you have a qualifying Canadian work experience at Skill Type 0 or Skill Level A, you must obtain a benchmark of:
7 or higher for each of those abilities; or
6 for any one of those abilities, 7 or higher for any other two of those abilities and 8 or higher for the remaining ability.
