CEC interview ,but US VISA REFUSED

Hi everything, I have waited for CEC for 13 months ,but the result is to attending the interview.I am in implied status,and working permit is still processing. I got refused by US VISA. Does anyone have the experience successfully transfer file to local VO in home country? thanks
