CEC inland applicant with outland dependents

Hi ,

I am on a closed work permit. I am planning to apply for CEC. However, my wife and kid are outland. Their spousal work permit is in submitted stage for over 6months.

Should I need to apply PR along with my application or apply PR for myself and then apply for spousal sponsorship PR.

Please help me.
