If you cannot provide any required document, you have to write a letter of explanation (in this case, that your former employers refused to provide the Letters). Write one for each employer, and include all the information indicated on the checklist, as well as the contact information of your former supervisor. Attach the ROE.

No one here can accurately predict processing times - it really varies from application to application. Recently, people have been processing in as little as 6 months to as much as 24 months. The CIC average is listed as 15 months.

One thing to keep in mind is that the Buffalo office closed at the end of May into June. Buffalo processed most of the CEC applications. As such, the CIC is processing the same volume (and maybe even increased with the temporary pause on some FSW categories) with less manpower. The CIC is also having their budget cut by about 5%. It is reasonable to expect processing times to only increase in the coming months.

I would plan that your application won't finish before your permit expires and make all necessary arrangements to renew your WP (ie get your employer to obtain an LMO when the time comes) in due course. If your employer is receptive to it, it may be worth having a conversation about it early on so there are no surprises. Hopefully it never comes to that and you obtain your PR before then.
