Well i am in express entry pool now with a CRS of 461 and have applied under the CEC program.

Someone please provide a definitive answer to my question.

I have been working on Payroll since 1st of november 2014 , my work-permit expiry was for the 21st of October 2015.

I had applied for a WP extension after filing for my LMIA.

The LMIA was refused on october 22nd, I received a a letter for CIC saying that my temporary worker status was valid till January 16,2016. Hence i stopped working on Jan 9th.

Without the Implied status my Duration is 11 Months and 21 days (Although i was working 40+ hours weekly, so no. of hours are 2000+).
With the implied status i have a work experience of 14 Months and 10 days. ( Which is what i entered while entering express entry pool)

I'm now waiting for a NOI/ITA to proceed.

Can someone please confirm if I'm eligible for the CEC give my current situation. ???

"Implied Status" Means a valid status when your are waiting for your file being processed.
So since you are on work permit and waiting for the new work permit ,the in between time is considered as implied and the experience gained is a valid exp which counts towards your eligibility.
You can apply for PR once you received the ITA and make sure to include an clear explanatory cover letter saying the same.

All the best
