I have 1 year and 8 months work experience in a NOC job. This includes full time work during studying as the government allowed 40 hrs full time work. I got my WP December 2023 and now i received the ITA for CEC. Im confused if i should accept or decline

You can only count work experience towards CEC from the date you submitted your PGWP application. Work experience while studying cannot be counted. You need to decline ITA and fix the wrong information in your EE profile.

I am not sure that even that experience counts. It's still implied status, Doesn't it count from the date of WP?
