cbsa stop my wife from entering Canada

I am on PR my wife is on trv she never over stay her welcome to Canada 3 months in Canada 3 months in states and my child is born in Canada.

cbsa didn't allow my wife to enter Canada today.

at this time you are required to provide evidence relating to the spousal sponsorship process. on your next attempt to seek entry to Canada you must provide Canada border services office with the following:

1 marriage certificate.
2 proof that application to sponsor (imm1344) has been summited stage 1
3 sponcership application fees
4 proof that sponsorship application package has been submitted stage 2
5 updated contact information.

my question if any one help

2 and 4 stage 1 and stage 2 what it means ? please explain if anyone can thanks alot

So do you actually have a spouse sponsorship in process as my guess is they suspect spending 3 months in and 3 months out she is circumventing the rules as a visitor and in effect living in Canada for those 3 months, in effect 6 months of the year

no I will apply for sponcer ship asap
I am trying to understand question 2 and 4 are they the same thing ?
when we apply for sponcer ship it's on paper their office is in misssisaga only proof of summit of application is the receipt from Canada Post I guess that I have summit the documents? that's why I am asking for advice on stage 1 vs stage 2. thanks

I read #2 and #4 to mean that you have to show proof that a complete PR sponsorship application package has been submitted to CIC. Hard to say if the receipt from Canada Post will be enough or if they are looking for AOR (which takes around 6-8 weeks to receive after the application is submitted).
