CBSA Invitation - h&C approval - Spousal Sponsorship in process

Hi,

My Background:
My father in law filled a refugee case in 2003 and my husband came to canada and joined his case as a minor (10 years old). Their refugee claim was denied in ~2006 and they applied for H&C. And we got married in 2013 and applied for Spousal Sponsorship (I am a born Canadian). Our application was received in Jan 2014 and in June 2015 the we received a letter that our file was moved to local CIC office, and since then we are waiting to hear anything regarding spousal application.

In May 2015 my husband's H&C application got movement, and they got the Approval for the H&C and their Medical and Finger prints process started. They had just recently sent their employment confirmation and copies of passports. This is probably the last thing they would ask and should be making the final decisions on this soon.

However, today we received a letter from CBSA to come meet them to "Update, Review and Discuss our case" in a month from now. And the letter also states that "No interpreter will be provided for this Interview". Is this a spousal interview invitation? or is it PRAA?

We are worried about this, as to why they need to meet us. Could this be PRAA? Are we at risk of loosing and my husband having to go back to home country?

And we are also pregnant and are expecting in july. We don't want to stress about this immigration stuff right now but its really bothering us. Anyone has any ideas as to what his could be for?

Thanks a lot for your help in advance.

Did he apply for a PRRA? If not, then I don't think that's what it is. Maybe you can post more of what the letter says.

Hmm odd...why would they need to see him if his H&C has been approved?

No he didn't apply for the PRRA/PRAA or how ever its spelled. He didn't have to, his H&C got approval before PRAA.

but this is what letter says:

You are required to meet with an officer to update, review and discuss your case. An appointment has been scheduled for you on:

DATE and LOCATION.

Please bring the following when you attend the interview:

a valid or expired passport
a birth certificate or identity card issued by your country of citizenship.
all other documents issued by the government of Canada.
any documents concerning criminal matters, scheduled court dates or matter of probation and parole.

No interpreter will be provided at this interview. A friend of family member who speaks English or french may accompany you.

Please note that failure to attend this appointment may result in a warrant for your arrest being issued.

This is it.

Well his request for H&C is approved. But the final decision hasn't been made yet.

Can they still technically send him back home?

One thing ii forgot to mention is that, this invitation letter is sent to my husband only. And not his parents. This would mean that CBSA intended to meet my husband regarding the spousal case?

I wonder why the CBSA would care about the spousal case though. If anything your husband should be the least concern given his age when he came to Canada.

Would CBSA automatically Know if someone's application has been approved? Do they Talk to CIC? How does that work? Is it ALL in one huge database under a UCI # and they can check it that way?

I know they do have access to some sort of CIC database, they land people after all. Didn't you get a call from them saying you were approved or was that someone else?

Are you guys thinking this could be a meeting to give landing?

But wouldn't my husband have to go to the border to so re-entry to get landed status?

H&c is most probably at the end as we have provided them everything and spousal application is at the local office stage. This is why we think this could be because of the spousal file, as the last letter from cic noted that we will be contacted by the local office soon.

We think this meeting/interview is not because of the h&c as this letter is only sent to my husband and not his parents. His h&c is part of his parents file.

But the weird thing is that the file number on the invitation letter is different than spousal and h&c. Could this be their internal file number?

But another thing is that he is the only one who has a valid passport under the h&c application. This is also worrying us.

And if it was something serous would they be calling him right away? Instead of waiting for a month?

Do you think my husband can get departure orders? Even though he's not the primary applicant of the refugee/H&C application, can he get departure order alone?

Can someone please help? We are really worried about this. We are not sure what we should be thinking about this.

Our lawyer isn't sure either. But he will be going with my husband to the interview.
