II. STUDENTS WITH LMIA-EXEMPT POST-GRADUATE WORK PERMITS
The EE program is unlikely to assist Post-Graduate Employment Work Permit (PGWP) holders. These individuals will not likely have sufficient Human Capital and Transferability points to justify ITA without a LMIA. They are also unlikely to qualify for LMIAs. PGWP holders were previously eligible for LMIAs with waiver of advertising if an employer was offering permanent employment. That waiver was removed in April 2014.
The overhaul of the Foreign Worker Program in June 2014 imposed new salary requirements and a more rigorous assessment of availability of Canadian or PR applicants for advertised employment. A PGWP holder who is a recent graduate from Canadian university is unlikely to obtain an LMIA in support of a work permit or in support of a permanent offer of employment.

CIC representatives have stated clearly that there is a policy shift for foreign students graduating from Canadian postsecondary institutions. There is no longer to be a smooth passage to PR status.
In light of the fact that Canadian universities and other postgraduate institutions have aggressively recruited foreign students to Canada with the enticement of progression to PR status, we recommend that CIC clearly and promptly notify these institutions that the EE program will not support most PGWP holders and that easy progression of foreign students in Canada to PR status is no longer supported by government policy.
RECOMMENDATION:
7. That CIC clearly and promptly notify designated postsecondary institutions that the EE program will not support most PGWP holders and that easy progression of foreign students in Canada to PR status is no longer supported by government policy.

CIC is not 'GOD' , guys! they better give a f**k to these opinions otherwise they get ready for some real shit from the courts/ Govt MPS, etc. Its a democracy! not ' East India Company '( a british company that colonized India before the Queen took over).

Quite right the_lion, having a respected body like the CBA making this recommendation is hugely helpful to our situation, at least it is likely to make CIC pay some attention to some of the problems with the new system

1. Remember the CBA is really only interested in their own welfare, good example is how much money they sucked out of applicants fighting R87.4
2. Also where in any information published by CIC that foreign students would be getting PR status?

Is that good for you?????

Check other recommendation, for example inter-company exchange, where they recommend to give extra points for such a work permits. For international students they want only information that we cannot get PR as easy as before and that schools should be responsible for giving such an information for new students.

Yea you guys should actually read the recommendation by the bars. They aren't really helping international students in fighting for more lenient requirements in EE. They are saying CIC and Schools should not advertise educational programs as a road to PR in Canada anymore because of their policy shift away from international graduates (Bars have no comment on that tho).

They have, however, explicitly said ICT and research fellows should get more points in EE system.

True! Well I guess it's a pressure tactic as they are aware that CIC most likely wouldn't want to discourage int'l students from coming here.

I don't think so, They just say that there is no easy way to PR for Int Students any more.

They will change it as soon as universities and colleges start to complain about lack of new int. students and money from tuition. I am pretty sure that most of int. students came to study in Canada because it was a easy way to get PR and it will change now. maybe not this year as they still have students who got visas last year but in couple of years, when they see a decrease of number of study permits applications.
Unfortunatelly it will be too late for students who recently graduated.
