category-3 federal skilled worker????????

I am going to send my application under category-3 (federal skilled worker) to CIO. Should i send the notarized copy of my passport and study permit, or only the photocopy of those document?

I don't have IELTS score. Is there any possibility to refuse it or to ask for the IELTS score?

In case of transferable and available fund, what amount i write down, should i keep it in my account for the whole processing time?

I am not listed in 38 categories but have the NOC (according to 2006 NOC). Is it enough?

My schooling year is 19 though i have only bachelor degree. After the completion of my bachelor degree i started Master in my country but didn't finish that. Now i am a grad student in canada. I have transferred some courses from my country to my present program.

What would be my point in education?

For FSW-3, you need one approved Job offer, dont waste your time if you dont have a approved job offer from HRSDC, otherwise they will send back your application. Actually, as my knowledge, you must fullfill all requirements at the time of applying, so you need take IELTS first or one letter of explanation your english skills, whic i will not recommend as i heared so many applications are getting back and CIC Sydney even they are not ready any kind of explanation, they just see, applicant dont have IELTS, they refuse. Wait for some else reply on this issue, but above is confirmed, if you are applying with Approved Job offer in your field, go proceed, if you have no any job offer, You can't apply under FSW if you occupation is not fall under new 38 Ministerial List.

Your best option is to try and get a provincial nomination as you are not on 38 categories.

Without Job offer nothing, unless OP is in USA HB1 or Quebec Skilled Worker.
