I do not know how you know the interview has been waived off. Furthermore, you will have to still do your medicals, send your passport. All of this will reflect your change of address. I also know that by law we are obliged to inform them of all personal changes, including change of address. However, if your question is; can you get away wit this, That I cannot answer.

Ahmer 98, ya mirza is right, you have to update CIC immediately if your personal circumstances change. By changing address means they'll be transferring your file to your local CHC and you can't request them to waive off your interview, it's upto them if they want to conduct an interview or not. What you can do is to ask them to correspond you through emails if you can't check the postal mail but again it'll be their discretion.
