Carleton or better univ with good GRE score?

My profile:
10th:87%
12th:73%
B.E in IT(aggre):63%
IELTS: L-8.5 R-7.5 W-7.5 S-7

So if i get a good GRE score, would i be able to secure admission in carleton or better univ for masters in comp.sci or will univ give priority to grades(considering my BE aggre is below 70) over GRE?

University scores are given more importance than GRE , which is just a basic math & english test.
