Caregiver refused their PR application after missing additional document requests

Ok folks, need some help here. LIC was waiting for his PR visa and did not submit additional request documents because he did not receive the two request letters from CPC. He changed addresses and his mail was not forwarded. After 2 request from CPC, they refused the PR application and ordered him to leave Canada at the conclusion of the current work permit/visa.

Can this be appealed? Where would one start? Alternative options?

Yes they can definitely appeal but need an Immigration Lawyer to represent on her behalf. I know someone but not personally know them that this case happened and now they are all PR.

Can he travel in the meantime? If his temporary visa expires July 4th, can he travel to and from Canada in mid June or will they give him a hard time on re-entry?

hello sir madam im lc2 i pass our passport last january 27,2015 here in manila then our visa validity is april2,2015 then now no heard or news from cem.when i trace and thinking what is the problem i put my application number not my lc1 infront of the envelope that i send then my visa now lapsed already i email manilaimmigrattion about the problem of my passport to be stamping and my lc1 landed lmarch 2015 then i send again the copr to the passport area so that they will see and read that application number of my lc1 and also mine.my question is can i deny our application but my lc1 is alredy landed please help me im not good in english but i have to do it.thank you very much for your reply may good lord bless you all
