CAQ application refused. NOW what?

To summarize the situation:
my friend got refused because she didnt buy insurance for a number of times. she tried to justify the reasons as the previous school didnt tell her that she has to get one herself.

Another one is that she didnt make her study the principle activity.

They refused her on October 2019 and her current CAQ and Study permit still valid till August 2020.

SO the question is:

When should she reapply for CAQ?
What are the documents needed for this situation?
Can she stay in Quebec to study despite the refused application?
What are the chances for 2 attempts (i know , still have to ask)

So she is no longer a student at the moment? That's what didnt make studies principal activity sounds like.

She should probably apply for visitor status if she doesn't want to study.

Well she want to study but due to circumstances, she had time off school here and there. She still trying to get a new CAQ and her current study permit and CAQ still valid though

They take issue when you come here to study and then don't study you are in violation of your permit.
Can she continue to study now until expiry of the caq/sp? Maybe if she is serious now and applies again before expiry they will see a better track record and grant it. Another option might be moving provinces where all she need is the sp but again no guarantee an extension will be granted.
