Can't request refund for Express Entry

Hi. I'm trying to request a refund for my rejected application, but I get

We can’t complete your refund request
We can’t process your request because one of our offices is still working on your application.
To request a refund, contact us using our web form instead.

I was trying to request it via a web form but the response I got did not help me in any way. It just said that I can request a refund, but did not address the issue that I have. Is there any other way to request a refund?

What do you mean they are still working on your application?

That's what I get when trying to request a refund. The application was rejected. That's what I wanted to find out when contacted support.
