cant getting my post graduation work permit. plz help

hi.. i had applied for my post graduation work permit on 17th june 2013 but the cic website shows they are processing applications received on 27th june.. but i didnt got my work permit. when i called the CIC call centre they told me for my application it may take 16 more weeks.. i applied online and within 3 months after i graduated.. please tell me it happened before also with anyone and why they are taking so much time?

i believe it normally takes 50-60 days but may be because of the strike it may take a little more time

but all my friends who applied after me have got their work permits and i dont know why they told me that in my case it may take 16 more weeks
