can't get police clearance certificate from my own country

I have applied for a spouse visa and have submitted biometrics/medical and they have asked for police clearance certificate from my original country where i reside(gulf country), the thing is I have applied for a police certificate in my country but they have refused to give me pcc because they said they won't give pcc to locals for immigration purposes as they won't encourage that , now what options do i have, should i reply with this to the IRCC but i don't have any formal rejection letter as they gave me a very informal rejection reply in person that they wont give me pcc.
THis has me worried sick for days, what should my next step be.

You should state which specific country. People may be able to give you better advice if they know which country you're talking about.

I went through the process stated but got a firm rejection from them, that's my issue, they said they can give expats this letter for immigration process but wont give to locals
