Cannot add name in native language

Hi,
I have to add name in English and in native language Hindi(Devangiri). I have installed the Adobe Reader DC and Adobe Acrobat DC trial version. However when I open the Canadian Work Permit aaplication PDF it says this file can only be edited in LiveCycle Designer.

I can open any other PDF, edit text and add name in native language but not the Canadian Immigration PDFs.

Any guidance appreciated

I filled it in black pen as guided by my agent

But I am submitting online application, and I also notice there is a validate button on the PDF form, it will not capture hand written content

I dont know how my agent did it even she submitted my application online, but i remember that se told me to fill in the names so i wrote it and scanned and sent it back to her
