i had lung cancer, 5 years back. It was cured and I am totally fine now. Can I apply for Canada PR through Express Entry program?

Yes you can apply for Canada PR , once you receive your ITA, and medicals are done, they would review it. If that says passed, you'd be fine. I am not sure there are any conditions that a person cannot apply based on their previous medical concerns. Again, you'd have to declare the cancer you had and the relevant documents suggesting that it is cured.
