I tried to go over some threads but didn't find one that addresses fully the same problem I have.
1. Context: I received a federal invite to apply for PR through Express Entry earlier this April 2024. At that time, I was a resident in the US (student up till May 2024, when I graduated), but when I submitted my papers, I had already left the US to go back home, thus my application mentions that I was residing in my home country. My application was rejected yesterday for the following reason: "Your application is rejected for being incomplete and therefore, was not put into processing. Specifically, your application does not include the following elements:
TL;DR: The US PCC I submitted was issued before I left and reentered the US to stay for 2 weeks, before permanently leaving the US. My PR got rejected saying that this PCC made my application incomplete.
2. Why do I feel it's unfair, and want to appeal? Before submitting my application, I reviewed sections 10 and 12.01 of the Immigration and Refugee Protection Regulations. The only information I found on PCCs was on “When you need a police certificate,” which indicates that the police certificate must be issued after the last time you stayed in the country for six months or more. After countless hours of preparing my documents and ensuring everything was as per the requirements, I feel it's unfair that my application was rejected. The police certificate I provided, issued on April 26, 2024, was based on my understanding that it was valid for a year and was issued after the last time I stayed in the country for six months or more.
3. The ask: Would you recommend I appeal the rejection, or should I just resubmit a new profile? I feel the rejection is really not fair (but guess all those who got rejected feel that way...).
