Cancel IEC visa - counts as an entry?

Hi
Recently started applying for a YP visa. Made an account, got invited and all that. My job has filled in their part and payed, so I just
have to submit my part and wait for a reply. However, I might have to cancel this for personal reasons to go home for a bit.
If I do, does it still count as an entry? Seeing as that I have already used my WH and you only have 2 entried to IEC.
Or if it doesnt get approved, does that count? (Applied for a second WH once but it didnt get approved as we (Swedish) are only eligible for one)

Also, is there a chance the employer can get a refund for the money they paid?

It only counts as a participation if the app is processed and you are issued the letter of introduction.

Ok so after I have submitted the employer details? I got one letter saying "invitation to apply" and one saying "welcome to the pool" already.
