Canadian Work Permits on Arrival at a Port of Entry for an Indian

Hi, this is pertaining to the issue of Work Permits on Arrival at a Port of Entry (PoE) in Canada.

I'm from India and I currently have the following:

• Offer Letter from a Montreal based company
• Positive LMIA
• CAQ
• Proof of Medical Exam
• Police Clearance Certificate

I've been instructed by the Montreal based company to apply for a Visitor Visa and arrive in Canada. They've told me that my Work Permit will be issued at the Port of Entry (PoE) by a Border Services Officer.

However, when I checked on CIC.gc.ca they mention that only individuals from Visa-Exempt countries are eligible for Work Permits at PoE. So I reached out to the Visa Application Centre in India and they weren't helpful at all. They declined to provide guidance and suggested that I visit CIC.gc.ca instead.

This has left me really confused. I'm unsure if I have to apply for a Work Permit from India or follow the instructions of the Montreal based company.

I'd really appreciate it if someone with prior experience could guide me.

You cannot apply for a work permit at the port of entry. You must apply for the work permit from India and obtain approval before traveling to Canada.

Are you sure it's a real job offer and you're not being scammed? Scammers will often tell people they can travel to Canada on a TRV and apply for a work permit once they arrive.

Yes - I'm familiar with the requirements for applying for a work permit at the border. The first requirement is that you be visa-exempt - unfortunately you don't meet this requirement which is why you must apply for the work permit from your home country.
