So you will either need to get married or live together for a year to become common law before you can apply for her Permenent residence.

Doesn’t matter. As long as it’s legally recognized where it is performed. Do the kids have trv’s? If not you might want to get those before you get married. It tend to be difficult to get them for spouses and dependents after you get married.

Start here for the TRV

http://www.cic.gc.ca/english/information/applications/visa.asp?_ga=2.70657490.390222739.1515867173-1614058468.1515571000

And then here for the spousal application. If you have questions, the forum has some very knowledgeable member that can help.

She will need to get the fathers permission (if you aren’t the father) to take the children out of the country or have court appointed sole guardianship.
I’d suggest applying Outland, but that’s a personal preference. They can stay in Canada while it’s processed if they come as visitors. Outland has appeal and travel rights. Inland has no appeal but she can get an open work permit. Anticipate at least a year to process the application for Permenent residence. Sometimes more, sometimes less.

Since the children will need to go to school you will need to investigate whether they will be able to attend on a trv while going through sponsorship. I see that as a major obstacle so you may need to do outland. There seems to be quite a lot of variability between provinces and even school boards on some of these issues.
