Canadian Visa for romanian sitizen living in Azerbaijan

Hi! My name is Naila. I am trying to manage visa iisuing for one of my colleague in the office. He is from Romania. But we live in Azerbaijan...The closest canadian em-ssy office is located in Ankara, Turkey and as an option, we are trying to sort it via Bucharest office.

Can anyone help me with some info, please?

Can anyone tell me in what cases we need to provice Family info checlist or what is Statutionary declaration for??

All applicants above the age of 18 need to submit the Family Information (IMM 5645) form as well. Statutory Declaration of Common-law Union (IMM5409) form is for those who are not married, but have lived together in a conjugal relationship for at least one year. Hope that answers your question.
