Canadian Student Visa Chances for another Masters? seek highly expert advice

Dear friends, i am looking for highly expert and genuine advice...

MY SITUATION:
i am having 1 Bachelors & 2 Masters in computer Science. AND 6 Months of Experience in IT.
Planning for GRE and TOEFL/IELTS.

as you know that except the IITs and other top niche Indian institutions, Computer degrees (Bachelors & Masters) from other universities are not considered more research oriented and mostly they recognize as Taught Based and student undergone 6 months industrial training for 1 full semester during the degree course and i hope every Indian specifically from Punjab region knew the reality of the 6 months industrial training.

SO MY QUESTIONS ARE :

1. is this possible to get Canadian student visa for another masters from Canadian University if i have already 2 Masters from India. (as getting admission in Ph.D is tough and long procedure)
2. how can i convince the VO for granting me the Visa for another Masters
3. how can i convince the VO that my previous Masters was more theory oriented (Taught based) and my prospective Masters will be more Research oriented or best combination of theory and Research..
4. let me know what should i include in my SOP to convince VO (for Visa) as well as University (for Admission Letter).
5. also let me know the affordable Canadian Uni for masters and let me know their Approx. fees for 2 Year Masters.
6. also let me know which province offer the better chance for PR after completing the Masters.
7. is this a way to convince the VO by opting for some 1 Year PG Certificate/Diploma program in Specialized domain like Web Computing, Software Technology , Network Security, Embedded Systems Design etc..
8. from documentation point of view , what documents can put me in strong situation for granting the Visa. i mean what documents should i attach with Visa application so that i had pretty strong case for visa approval.

i am also exploring the other options like Permanent Immigration for Canada under PNP/ FSWP stream.. so if someone can through some light on this topic , he/she is highly welcome and i will really appreciate.

so now i have 2 option
1. Student Visa
2. Permanent Immigration (PR)

so really in dilemma... so really don't like to waste my time over tuition fee refunding and other things if i got visa rejection and don't like to waste my time and money if there are pretty less chances for student visa...

looking for really friendly and helping hand to advice me.
