Canadian sponsoring a Japanese spouse

Hi all,

Just received an e-mail from CIC.
-If you require a visa to enter Canada, then submit your passport(s).
-If you do not require a visa to enter Canada: Please submit one photocopy of the photo page

For Japan, the website says "You need an eTA to visit or transit through Canada by air".
Does this mean we have send the passport? I'm quite confused because my friend
sent a photocopy only and he sponsored a Korean spouse (who gets the same message "You need an eTA~")

Can anybody clarify for me? Thank you.

eTA is not a visa. Japanese citizens do NOT require visas, so just photocopy of passport is fine.
