I am recently admitted to a Master's program(Fall 2023) eligible for PGWP. However, I have already obtained the PGWP back when I graduated from a Canadian university(Bachelor's) in 2017, therefore the PGWP expired in 2020.

As PGWP can only be granted once, I will no longer be able to get PGWP after my graduation. Still, would it affect me applying for SOWP this time?

My wife graduated from Canada with her Bachelor's in 2017 and applied for PGWP soon after she left the country. She then got a Master's degree in the US and did not return to Canada. Now PGWP has expired back in 2020 and she is considering to apply for a second Master's degree in Canada. Will she still be eligible to apply for SOWP for me if the program is a legitimate PGWP program but she has used up her PGWP before?
She will not be eligible for a PGWP once she completes another Masters. It is only given once, and she did not use it. As for you getting a SOWP based on her program, you may or may not be approved. Gvien she has a Masters already, she needs to show education progression so should consider a PhD. So if not eligible for a PGWP, not sure the benefit of taking another Masters in Canada.
