Canadian skilled work experience within three years of applying

For CEC you need to have the one year of skilled work experience within three years of applying. If my one year of experience ran from 08/2015 - 12/2017, when would be the latest I can apply? I read that as 08/2018. But does that mean I have to receive my PR before then, or make my profile?

Yes, you must submit your e-APR before this date.

If you create your profile after this date then it will be deemed ineligible and you won't be in the pool for a possible invitation.
