Canadian PR application ::: L1 Visa holder

Hi,
I am currently in USA since last 6 months on L1 visa with my wife & Son with dependent visa (L1b) .My Visa is valid till 2012 .
I am interested for Canadian PR ,so would like to know ,which would be better place to submit my PR application "From India" or "From USA" ?
I also want to know the processing time from both the places.
Do i need to consult a lawyer in USA for PR application?

Please let me know the response so that i can plan accordingly.
