My husband and I are considering moving to Canada from the US. We are originally from India. My question is, if we are to move to Canada will we be eligible to contribute to the national pension plan, and to collect once we retire? What age is the cutoff?

Yes, you have to contribute to the Canada Pension Plan, there is no cutoff age (other than 65, but there are ways around it)

is it possible to transfer the social security in usa that a person is paying while on H1b to canada?

Impossible to figure out until you start working, if you are 50 and contribute for 15 years, probably $200 per month in 2008 dollars.
