Canadian passport service standard refunds abroad

Hi, Sorry if this is the wrong place or forum for the thread but it is about applying for a Canadian passport from abroad. The service standard is 20 business days (excluding mail time) so that means they must process it within 20 days. Does anyone know what that 20 days means? I applied recently, and I got a call 14 days after it was received (i tracked it) and although they needed some more information, that was provided that day (day 14; so didn't hold them up much at all), and then not heard anything more. Surely the 14 days they sat on it is counted in that 20 days isn't it? Or does the 20 days start from when they start looking at it (surely not, as if they sat on it for 6 months for example before looking at it that would be unacceptable, wouldn't it?). I've not yet received the passport but also still a few days off the 20 days from when they received it in the post. If i don't get it soon, allowing for mailing time, do you think i would be eligible for a part refund which is applicable if they take more than 20 days to process it? Has anyone had any experience of this type of thing? Many thanks.

20 days would generally start from the time a complete application is received. If your application wasn't 100% complete and that's why they needed more info, then I think it's a hard call on whether you might qualify for a refund or not. Technically your application may not have been classified as complete until day 14 so they may say the 20 days starts then. No harm asking for a refund, IMO.

The odds of you getting a refund are pretty low. A service standard is not a guarantee.
