Register for what? You want to sponsor her you mean?

Sadly it's not that easy.

The best way to Start is reading this:

http://www.cic.gc.ca/english/immigrate/sponsor/spouse.asp

It will give you an idea of how the process works.

Any other questions you may have will probably be already in this forum, just look around or just ask.

You need the marriage certifcate, her birth certificate, a police records check from japan and any other country she has lived in. You may have to get a certified translator to translate some of the documents into english. For you, you need an option C printout from CRA, a letter from your boss stating your current salary. You dont have to do the medical right away if you are applying inland. Also be sure that she knows she can not leave the country while the inland application is being processed. It will take ~19 months at current posted wait times, but realisticaly plan for 2 years where she cant return to japan or travel outside canada for any reason.

Unless they apply outland. With processing through Manila office she can come and go from Canada as she pleases as a visa-exempt visitor, and should have the PR approved within around 1 years time.
