Canadian living Philippines...spouse sponsor, where to mail?

Little confused reading over various blogs on the subject. I have read where some people have stated that they sent the applications to sponsor their spouses, to various Canadian Embassies in Asia.
Can I send both are applications to the Manila Embassy or do I need to send all the paper work to Ontario? OMG I forgot how overwhelming all this nonsense can be!

if u are applying outland, send the entire application to Case Processing Centre in Mississauga. please refer to cic.gc.ca website so that u get reliable info

Courier Mail: (no public drop-offs) ( sending mail by courier won't aceept a P.O. Box address )

Sending by courier is safer coz you can track it to check if it reach its destination...
