I am living in USA, but I came in USA illegally (border) and now I want to apply for cook category (skilled workers) Visa I have a 6 years work experience in cooking for restaurant in USA. So is there anyway I can apply for Canadian Immigration from USA without any legal status in USA.

No, you application would have to go to CIO Sydney Nova Scotia, and as you were not admitted to the US for a year, you would have to select the visa office of you home country.
