Canadian experience / Job Offer EE questionnaire

Hi guys,
I'd like to know what show I answer to the question: HAS XX -XX A VALID JOB OFFER IN CANADA?
Mr X is currently working with a closed WP. has already 1 year of experience with that employer for a TEER 3 job. job offer is LMIA exempt for “Canadian interests” reasons
IRCC's website says:

Your job offer must also meet other criteria to be valid under the Express Entry program you qualify for below.

• if you have a valid work permit for a NOC TEER 0, 1, 2 or 3 job that is exempt from needing an LMIA, and you:
  • are currently working for an employer specified on the work permit
  • have one year of full-time work experience (or an equal amount of part-time work) for that employer
  • have a valid job offer from that employer for at least one year after we issue your permanent resident visa

Now he's got all of this except that the job offer was issued last year, and he used it to come to canada with a WP and it's valid for 3 years contract.

SO should we answer yes or no to the question HAS XX -XX A VALID JOB OFFER IN CANADA?
