You can use the NOC if the job duties/responsibilities match, just do not claim to be a Professional Engineer (P.Eng). RE which title to use, use your actual job title - it does not need to match the listed examples.

??? It is not required. However, if you have an LMIA-supported work permit or job offer, you would possibly be eligible for a few additional points. If you don't need more points, don't worry about it.
