The posted processing time for the Cairo visa office is currently 19 months. This means 80% of files are processed within 19 months in Cairo. CIC won't do anything to help you speed things up until the 19 months, counting from January, is over (barring unusual circumstances).
According to this spreadsheet, http://www.data.gc.ca/data/en/dataset/427337d0-7c36-4fed-8428-c6a63f8c19b3 , between April 1, 2012, and March 31, 2013, the Cairo office processed:
20% of spouse & partner files within 7 months;
30% within 8 months;
50% within 11 months;
70% within 14 months; and
80% within 17 months.
To find out more about your file, you can apply to receive your GCMS notes. These say what steps have already completed, and sometimes show comments by visa officers who have studied the file. To obtain your GCMS notes, you need to request your "electronic file" by following the instructions you can find by clicking from here:

We applied for our GCMS notes, and they started processing the file a short time later. It may well have been a coincidence, but we've always wondered if it was because they saw we'd applied for the GCMS notes that they decided to do something.
