Hello,
I am a permanent resident of Canada which I got through Canadian experience class. Currently, I am living in Quebec. I don't have CSQ. My question is can I still apply for Canadian citizenship in Quebec? or do I have to move outside of Quebec. There was no condition on my PR so I moved to Quebec. If anybody has clearcut information, please share.

Yes. Once you are a PR you have the right to live and work anywhere in Canada. There is no restriction on applying for citizenship.
