I recently applied for Canadian citizenship passport, and my package was returned due to Travel documents. I attached the biographical page of both my expired and valid passport. can anyone advice me on what to do.

Most likely there was a gap. You probably got your new passport well after the expiry of the last one. So there was a time period when you had no travel document. If that is the case all they need is a letter explaining that you did not have a travel document during the time, and that you didn't leave the country during that time... they just want to know if you had any other passport other than what you have shown them...

I think there is a section in the form asking the same information. I am not sure if the OP has mentioned it in the form or not.
