if a baby is born in the USA of a mother who is a US citizen and Father is a Canadian permanent resident what the baby's status will be in Canada and can the Baby become a Canadian Citizen? if no then what's the process to apply for a baby's Canadian Citizenship? Please suggest.

The baby will have no status in Canada.

The father will need to apply to sponsor the baby for PR first. Then it will be possible to apply for citizenship after the baby becomes a PR. The father will need to be living in Canada in order to sponsor the baby for PR.

thank you, can you please suggest if a baby is born in Canada then is there any difference in your well-said scenario i.e. baby can become a permanent resident or Canadian citizen directly without applying for an application?

If the baby is born in Canada then the baby will be a Canadian citizen at birth.

Isn’t the baby already a US citizen by birth?
 
You mean that the citizenship can only be transferred to one generation? And that cannot transfer if forward to a third generation?

Generally speaking, yes.
