I am permanent resident of Canada living abroad with my wife who is a Canadian citizen. Is it possible for me to become a Canadian citizen while I am living abroad with my wife or I have to move to Canada and live there for 3 years before applying for citizenship?

No - not possible for you to become a citizen while living abroad with your citizen wife.

Yes - you must return to Canada, live here for three years and then you will qualify to apply for citizenship.
