Canadian Citizenship for Minors under Subsection 5(1)

We are a family of 4 (all permanent residents) who applied for Canadian Citizenship together in December 2019, and have been waiting for further status updates ever since, with no progress on application because of the COVID situation. We received our AOR in March 2020.

As our country of origin (India) does not allow for dual citizenship, me and my wife have recently been exploring the possibility of withdrawing our existing family citizenship application, and instead filing citizenship application only for our children under subsection 5(1). The objective behind this approach is to have the flexibility of moving back to India, while leaving doors to Canada open for our children (currently 9 and 6 years old) when they turn adults.

We thought this would work, until we got on a call with IRCC earlier this week, where they suggested that citizenship application can be filed for minors only under the following conditions:

1) When filed together with parents as a family (Which is the case now)

2) When either parent is a Canadian citizen.

3) When the minor turns into an adult, is a permanent resident, and fulfills all residency requirements to file for citizenship.

My question is that has any one of you applied for Canadian Citizenship for Minors under subsection 5(1).

Whether Minors can apply under this subsection without a parent included in the application. Does the minor application have same milestones such as
1) AOR
2) Citizenship test
3) Oath ceremony

Need more insight into the process. Would appreciate if someone who has gone through the process can advice on this.
