Canadian Citizen staying out of Canada for 2 1/2 years

Hi,
Hope you can help me. Can you pls assist me with the following situation?

*A canadian citizen who has overstayed in the US(for 2 1/2 years) wants to go back to Canada but only has his citizenship card. How will it go if he/she goes through the land border(travels by land and crosses the Canadian border) what will happen and what are the implications? Is there something that can be done prior to crossing the land border to avoid hold up in the border?
*Also what are the risks if that person did left in NOv 2004 and has not gone back and does not plan to, what are the risks and implications he/she facese especially passport requirement in 2008 if he/she only has a citizenship card?

Pls pls help!

If the person is a Canadian citizen, then they have the right to enter Canada as long as they can prove they are citizens, which the citizenship is card. You just turn up at the border with your card. Then if the person wants to travel, then they apply for a Canadian passport.
